Row length is the sum of the chair sizes plus the aisle end allowance(s) which is typically 1" - 3" depending on the chair model. Accessories like writing tablets and cupholder armrests may increase this dimension. Row length and clear passage are tied to one another by code—the more chairs installed in a row the more clear passage required.
